Fujitora's intentions

I can't make any sense out of fujitora's actions.
He dispised seven war lords. Still, that doesn't mean he can leave donflamingo alone.

So, why isn't he taking any action?
Because luffy might eventually punish donflamingo for his actions?
If that's the case, why is standing in the way of luffy?
I just don't know what to make out of all this? 
What do you guys think?
