ERR_CONNECTION_TIMED_OUT for some websites

Why do we get this for some websites?
I have heard that even AMF shows this message to some of the users and they had to change the IP to access the website. Can it be resolved?

Then what about the IP address change?
How come it isn't taking too much time when the IP address is changed?
 
I sometimes get it but i hard-reset mycache by pressing CTRL-R or delete the cache entirely and works fine

I have tried that before, Ace but unfortunately it didn't work
I will give it another try.
 
Server errors, interruption in internet connection, when it comes to things like this could be a hundred reasons.

It's just that the moment the IP address changes, all those reasons seem to vanish into thin air.
I can't fathom what's it about.
