I believe Wolf's rain is even more of a tragedy anime.

Fate/Zero is hardly high on tragedy, Clanned or ID invaded are better choices for most tragic.
Honestly Fate/Zero isn't all that tragic. It's unrelenting and nihilistic, but not tragic.
