CMS or coding?

When making a new website, do you go directly with a Content Management System (Like Drupal, Joombla or PHPFusion) or do you code your site purely with HTML, CSS and Javascript? I personally like the simplicity of using a CMS.
 
CMS is definitely an easier option but when you opt for coding you will complete control on everything.

absolutely Yes, if you don't have much time to start a brand new forum from scratch you can buy an established one. You will see many established forums available to buy on the internet.

Why would they sell established forums? Because of the inactivity I suppose. Who would want to buy them?

Most likely they have started doing more profitable things and don't have time to manage the forum.

Then it really is an inactive forum with low ratings. The new owner would be at a disadvantage

No, it doesn't always the case. Sometimes you can find a forum for sale that have reasonable amount of active members and activity.

They usually sell it because they don't have to run it anymore. If you don't look after your forum, you are very likely to get lots of spam after few days and when you have lots of spam on your forum, you forum value decrease and not many people would then be interested to buy such forum so they sell it when it is in pretty good shape and have good activity with useful posts. I hope this makes some sense to you :)
