Claire, why number 48?

It's a bit silly to me. Why must put her at the bottom of the rank? To enhance the element from Zero to Hero? Seems like it to me. Why the Japanese like to take thing like this? By putting her in mid table like number 16 or 17 will do the trick, or even number 22, it won't decrease the value of her trying hard to climb on the top

Well.. it's not like i dislike this concept, but 'from zero to hero' is getting old for me
