can i challenge someone personally without joining any pirate crew or marine crew?

if i want to be in a marine crew, instead of the popular marine crew which belongs to @Claraviolet , i want the other marine crew @NightBaron
will you let me join you bro? can i have the vice-captain position in your fleet bro? xD

I am not trying to spoil anything but they could do the same even being a pirate(for number 5)

admirals are way cooler than any pirate and also the strongest logia users
