usually all the secretary characters are like that lol but i see them a lot in manga.

I would say Sebastian from Black butler
He is always busy with something or the other and he makes me wonder how people front recognise him as a demon

My fav's that are always busy, would be Team Rocket, from Pokemon. That trio is always up to something, which makes it pretty funny.
