No idea. Sasuke and Naruto combined at their full strength is god tier. If you watch Boruto Naruto the movie, you'd know that they both together at less than a third of their strength were easily able to over-power Momoshiki Otsusuki, who is from the same clan as Kaguya, and Kaguya was afraid of him.
Him becoming more powerful than them would probably piss me off since at this point I don't think he deserves it.

Boruto would get wrecked badly! It took the sage's power for Naruto and Sasuke to even stand a chance and though I'm sure Boruto has some kind of similar power within him, I don't think it be enough to deal with Kaguya or her ten tail form.

No, he wants to surpass Naruto but the current arc in the anime is sort of an expanded take on the Boruto Movie, and Sasuke plays an important role in it, and the one he looks up to is Sasuke, who becomes his master.

There's not narrative rule that says that the next gen has to surpass them. As I said, Naruto and Sasuke are capable of destroying planets.
And I don't think Sarada will be his side-kick, just like how Sasuke wasn't Naruto's side-kick. She'll play an important role, but one less prominent than Boruto.
Plus, she's gonna be Hokage so it's more like Boruto is gonna be her side-kick.

It's obviously to create sort of a rivalry, and a dynamic between Boruto and Sarada. The fact that they look up to each other's fathers but don't think much of their own, and the fact that they aspire to not be like their own father but the other one's.
