Sometimes, that minds and personalities of humans are so twisted that they can't be represented in anime properly. So, may be animation would clearly make others see for what it really is. That's why they picked that style.
 
I understand that the style/animation is always in one's tastes, but personally it's not appealing to me, I think at that point I think live action would have been better route to go.

There's a difference between bad animation and animation that doesn't appeal to your aesthetics. I admit, Ping Pong and Devilman look weird, and they are not for everyone. But that doesn't mean they are weak from a technical standpoint.
