May be you should contact other admins first. I have been using the quote button and it is working fine for me ...For now.

it'd probably be best if i knew if he would charge me or not before i get their hopes up

Is this the only website who worries about money this often? Or is it just that I didn't notice all this until now?

i don't think so, also web development from what i've heard can be pricey he helped fish out bugs and re-create part of a page and the lowest thy offered him was 550$ so i'd assume creating a custom theme could cost a pretty penny

I thought this theme is a premium theme and it's cheap. Is this really a custom theme?

But not many people can afford that price. I do know that websites don't make much either.
