Are Vampires in anime not scary?

They could be cool or funny depend on the series, i've seen both version

Many aren't, usually some hot boy looking vampire, but some like Alucard from Hellsing are very much so.

I wouldn't say they are not scary. They can be plenty scary but you will have to understand how the actual vampire movies make them out to be. They are predators in general, according to the local lore.

you don't see skeletal figures with sharp teeth of an animal pouncing on you in anime.
