Are Marines afraid of pirates?

those wanted posters don't offer any pay for information. and everyone knows where big mom stays.
why are they not attacking her?
 
As clearly seen by Luffy and company, going after her would result in damages and death far not worth it. I'm sure giving special permissions keeps the peace better.

but they are not afraid to make big comments for nothing.
is they want to have trust from civilians then they need to defeat pirates even if it means they might get severe loss
 
They are not afraid man but they lack the man power.
They couldn't afford to lose and they want to protect those civilians at all cost

they are all insanely strong and i hate kizaru for hurting and killing ace
