Coppelion got the short end of the stick. It was a fairly popular manga awhile back, and they were planning on working on the anime, and then the Fukushima incident happened.
Why did this mess with Coppelion you ask? The premise is that Tokyo turned into a nuclear fallout wasteland.
So it got shafted on its budget and they were only able to make 12 episodes.
