Special episodes are just add-ons for bluray editions and while they tend to be inventive when it comes to the animation they tend to get tiring after a couple of episodes.
I watch OVA episodes if I like the anime.

OVAs are pretty nice, though some kind end up being a waste of time or bad character showcase.
