Does flashback/backstory ruin the pacing of Anime?

No. Isn't that sometimes essential for the storyline? We need to watch some things in the past to get better understanding of the story

Sometimes, like for anime too close to the manga, they use it as a crutch and ruin the whole thing.

saw it happen for one piece too many times and it's just disappointing lol

That's because they are just too close to the manga, even now the anime will catch up to it in no time.
i understand but they shouldn't be overused lol
people can get bored quite easily if it's done a lot

Japan can't really pause the anime, so they have to do something to slow the anime.
